With the staggered sets, they do have a specific lay out, which are as follows.
For Stratocaster
Staggering # 1 is intended to be installed as following
Low E to high E- 17.5-17.5-18-18-16.5-17
Stagger #2 is intended to be installed as following
Low E to high E - 17.5-17.5-18.17.5-16.5-17 (to account for the wound G)

For Telecaster Bridge
Low E to high E- 16.5-16.5-18-18-16.5-16.5
